To implement the requirement of Several Opinions on Promoting the Steady Growth of Foreign Trade of the General Office of the State Council (No. 49 [2012] published by the General Office of the State Council). Article 10 of the Announcement of the General Administration of Customs No. 45, 2012 provides that the printing fees for the certification page of the paper declaration form of the import and export goods (used for the import exchange payment and export exchange collection) and the tax drawback page of export declaration, the fees for the declaration barcode and the customers supervision fees will not be charged since October 1, 2012. Website of Announcement: http://www.customs.gov.cn/publish/portal0/tab1/info390518.htm The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) released relevant announcements demonstrating the specific measures on the exemption of fees in the fourth quarter to the public. With respect to all of inbound or outbound cargo, transportation, containers and the objects subject to legal inspection and quarantine which are applied for inspection and quarantine from October 1, 2012 to December 31, 2012, the inbound or outbound inspection and quarantine fees will be exempted, excluding the fees of inoculation and physical examination on entry-exit personnel, and the fees for the inspection and appraisal in the form of commercial voluntary entrustment, the inbound or outbound quarantine treatment, and animal vaccination pertaining to the inbound or outbound inspection and quarantine which are to be borne by the enterprise and public institution.
